From behind its public face he's been able to recruit new members into his organization and secretly gather information for crimes across Millennium City. He's even been able to strike against the city's leadership directly, kidnapping Breanna Biselle with the intent of brainwashing and using her against her father, Mayor Calvin Biselle.
