Curtis Floyd was a police detective who was originally assigned the case of missing Petty Officer Keith Dillon but due to Dillon being a sailor with the United States Navy, the NCIS Major Case Response Team later took over the case with Leroy Jethro Gibbs promising to keep Floyd updated.
