Planet Harute is the planet that was supposedly designated to be taken over by Rasetsu for King Cold's Galactic Empire. It serves as the main setting for much of the first sequence of Dragon Ball Shinkoku, and entails many of Rasetsu's adventures from a young age. Harute was supposedly created from the Left Eye of Fudo, the god in the Harutian religion who's eye alone was so massive it served and continues to serve as their planet.
