Soukara was a planet located in Cardassian space, and was the site of a Dominion base in the mid-2370s. The base was well defended as it was located deep in a jungle region on the planet, and was protected by transporter inhibitors. Several weeks later, Senator Merken Vreenak travelled to Soukara to have a diplomatic meeting with Weyoun. After leaving the planet, he brought his ship under cloak to Deep Space 9. Elim Garak later used the excuse of searching for Romulan intelligence on Soukara to plant the bomb on Vreenak's ship that later killed him. (DS9 episode: "In the Pale Moonlight")
