Kenji Fujitsu was a member of the Japanese National Police, one of the most decorated policemen in the country, but left after attacking Agawa, a member of the yazuka, without provocation, and turned PI, looking for Riochi Tanaka, a former alleged war criminal turned yazuka boss because he has become very dangerous, unstable, and he turned Agawa (his friend) to the yazuka.
