The leader of The Shed was initially Gordon Dean, and later Kelly Peyton, though both members ultimately answered to a larger terrorist group: Prophet 5. Prophet Five served as an Illuminati-like conspiracy group in the fifth season of Alias. They were headquartered in Barcelona, Spain.
