Flax is the source of Flax Seeds and are a very common flower that can be found growing from the West Weald to the Great Forest. It is prevalent around Skingrad. Several flowers can be found near the Wayshrine to Akatosh between Anvil and Kvatch. Flax growing in planters are very common in most houses, and in some cases, such as in castles, the flower itself can be picked from the planter.
