Rob Lucci is a villain in the One Piece series. He was formerly the Right-Hand of Spandam in CP9 and is one of the main villains in the Water 7 Arc (most specifically the Enies Lobby Arc). Spandam may be the main villain but Lucci is much more powerful than his boss, and is also the first opponent has ever faced who beat him to near death with brute strength alone. However despite being overwhelmed, Luffy ultimately defeats him in combat.
