Andriy Maximov is an associate of Dimitri Rascalov that is mentioned in a Weazel News article in Grand Theft Auto IV. Maximov was intercepted by the LCPD at the mouth of the Humboldt River bringing a boatload of Cocaine in from Vice City for the Russian Mafia, although Weazel News believes him to be just a fall guy for Dimitri.
