Robert Paul Coogan (born April 1, 1922) is a retired vice admiral in the United States Navy who served as commander of the U.S. Navy's Third Fleet in 1975. Coogan was also Commandant of Midshipmen at the United States Naval Academy from 1969 until 1971. He was born in Newport, Rhode Island. He now resides in San Diego, California.
