Found below ground, Whirling Wisps can become a headache for any spell caster because their elite Vow of Silence. They can be found with Shattered Elementals. Above and below ground they have another counterpart called Chilling Wisp. They are sometimes found with these counterparts below ground in dungeons or explorable areas.
