The Rovillians are an aquatic race resembling a cross between a terrestrial testudine and a dolphin, and they are one of the major members of the ISC. They are ungainly on land, but almost preternaturally agile in an oceanic environment. In addition, Rovillians are powerful psionics, which allows them to more than compensate for their cumbersome 'hands'. (TOS video game: Starfleet Command Volume II: Empires at War)
