Jay Boleman is a Captain in the Ghosts and regarded as one of their top three team leaders during the time of World War III. He was seen to be more focused on his next promotion than his fieldwork. Following Captain Alexander Brent's failure to capture the "Snow Maiden", his team was assigned the operation, although Brent was able to convince General Scott Mitchell to let him go back out.
