In 1996, Lieutenant Bob Bletcher asked Cheryl Andrews to examine a severed human tongue which had been mailed, anonymously and without explanation, to a middle-aged widow. While Lieutenant Bletcher, Jim Penseyres and Frank Black watched, Andrews carried out the procedure in a morgue. All four were aware that three other people had received severed body parts over the last four years. In her examination of the tongue, Andrews determined that it had been removed after the victim's death, unlike the other body parts, and that the instrument used to remove it had been more blunt and less skillfully applied than instruments previously used.
