Hereditary ruler of Tartarus, Evillo created a group of super-villains called the Devil's Dozen, and began by recruiting four acolytes: the Hag, the Wild Huntsman, Sugyn and Apollo. He attempted to increase their numbers by using his power to turn Legionnaires evil, but he failed and was arrested by the Legion.
