Chitose Hibiya is the landlady of the Gabu Jougasaki Apartment Houses where Hideki and Shinbo live. She inherited the residence of her husband when he died and now it is her source of income. She is always friendly and generous to everyone she meets, especially with Hideki and Chii who currently reside in her apartments. After Hideki finds Chii, Hibiya helps him get clothes for Chii to wear and even teaches her how to use the baths.
