Maya (マヤ Maya, 16-17) was the Shocker commander who oversaw the operation to create a Phirasaurus cyborg. Searching for a subject strong enough to exhale the Phirasaurus' toxic 'fog of death', she found pro-wrestler Noboru Kusaka and had him modified into a Phirasaurus Human. She was killed during Kamen Rider's fight with the modified Kusaka after her protective gas mask was removed by Mari, exposing her to the cyborg's death fog.
