The DELTA Initiative, formally known as the SPARTAN Generation-III Counter-Terrorism Preparation Initiative was a secret training collaboration created between the Spartan Branch and the ONI Section III subsidiary Beta-5. Though concerns on the SPARTAN-IIIs ability to operate against human Insurrectionists were first made prior to Alpha Company's deployment, the need for this was only realised after a high number of Gamma Company Spartans defected from the UNSC. To meet this goal, the Spartans would go through a conditioning course designed by several Insurrection veterans, apparently including those from the ORION and BRUTUS projects.
