Herman Joyce is a former CIA agent who blames Tom Quinn for what happened to his daughter. In the past Tom recruited his daughter, who suffered and ended up in a mental hospital. He takes part in a two part story, "Smoke and Mirrors" and Project Friendly Fire. In the episode Herman attempts to set up Tom for the murder the Chief of the Defence Staff. They manage to put his finger prints on a gun which forces Tom to go on a run whilst trying to prove that he was framed.
