Pulikovsky was a member of the Chechen Democratic Partizans and second-in-command to its leader Mikhas Ivankov. He sought the end of Russian occupation of Chechnya, and believed Ivankov to be capable of victory, but distrusted his associations with Mara Aramov and Mihai Niculescu.
