The United Pirates of the Outer Rim, or the UPOR, were a pirate-based government that ruled a dozen systems in a portion of the Outer Rim. It was lead by a joint council of pirates who each ruled one system, thus having twelve different members. The UPOR joined the Triple Tsad and signed the Mand'alor-Chiss-Exchange Pact. They fought the Republic and other enemies in the Outer Rim for the war.
