James Cannon was a respected Starfleet flag officer in the late-24th century. Prior to his promotion to the admiralty, he had served as Captain of the USS Chesapeake. He was appointed Commander-in-Chief of Starfleet in late 2377. Determined to reverse the isolationist policies instigated by Alynna Nechayev, Cannon authorized Project Restoration and persuaded the Federation Council to resume diplomatic contact with Bajor.
