ECHELON (also known by the retronym First Echelon) was a worldwide network of international intelligence agencies and interceptors that seize communication signals and route them back to the National Security Agency for analysis. The network was vital to America's efforts during the Cold War. Second Echelon was started after First Echelon to focus entirely on a new breed of technology.
