The Chief of Staff served as a filter and buffer between the Alliance to Restore the Republic's Commander-in-Chief and the Supreme Allied Commanders. The Chief of Staff prioritized information and problems for the Commander-in-Chief's attention, decided which issues needed her attention, and which could be handled at a lower level of authority. The Chief of Staff was also authorized to act in both the Commander-in-Chief or Minister of War's name if both individuals were unavailable.
