You can recieve this item from the Birthday Questline (Quest name for item is Undetermined), but is labeled as a Blue Text item, but not-tradeable. However, there used to be colored, tradeable ones in the Gifiting Pinata back in 2010-'11, along with only a Old Purple, Tan, and Old Pink Cupcake Hat available in the Coin Shop during the 2012 year.
