In order to perform the technique the shinobi first forms the required hand seals before exerting a large mass of chakra that is then converted into a large mass of water. The moment the chakra is converted into water the mass of water is compressed to the point of instability. The formless compressed mass of water is so unstable that the slightest touch could set it off, which makes this technique very difficult to use because of how much skill is required to keep it from decompressing to soon.
