Penga was a Tezwan military guard. In 2379, Penga went into exile with deposed Prime Minister Kinchawn and General Gyero Minza. When captured Starfleet Commander William Riker escaped from his imprisonment on his way to execution, Penga was one of the guards sent to locate him inside the redoubt, and was killed by General Erokene Yaelon to allow the commander to escape.
