The Managing Council, was the legislature of the Outbound Flight Colony. The Council, by the requirement of its founding mandate, consisted of member-representatives from its two factions: the Survivors and the Colonists. It shared power with the Colony's Director, and both worked together to set policy. Brace Tarkosa and Jobe Keely represented Survivors on the Council. They met in the Council Meeting Chamber.
