Elemental Authority is a broad Level Four Quantum power allows a nova to alter, control and manipulate substances or phenomina on a grand scale. Each level of Elemental Authority may be used to learn two techniques from either Elemental Anima or Elemental Mastery instead of a single technique listed here (or negotiated with the Storyteller).
