The Confederate Fleet was the navy of the breakaway Romulan Confederacy. Its flagship was the RCS Notarak and it was led by Admiral Letan. The Fleet was made up of former members of both the Romulan Star Navy and the Tal Shiar that chose to defect when the Confederacy was formed. (Star Trek: Remington)
