This unidentified Quarren Council member was a member of the Jedi High Council during the invasion of Naboo in 19 BBY. He was one of the council members arguing whether to send a Jedi to investigate cloning activities on Kamino. He was also present when Obi-Wan Kenobi requested for Annikin Starkiller to be trained as a Jedi Knight. He and the others allowed Annikin to be trained.
