There is no evidence that average Arrancar is faster then the average Shinigami. All current Vizard were above-average Shinigami, being former captains and vice-captains of Gotei 13. So certainly with their mask and everything, they would totally own average Arrancar. Indeed, most have kept step with the top Espada.
