It is stated in the anime that Sasori's Hiruko is a human puppet crafted from the corpse of the renowned shinobi of the same name. Hiruko from Naruto Shippūden 3: Inheritors of the Will of Fire is a movie only character. There is nothing to suggest that the Hiruko of the movie is in fact the fallen shinobi. The structure of the puppet alone is evidence of this.
