The City Limit File:City Limit.png is the maximum number of cities you are allowed to have. It can be exceeded by capturing cities from enemy nations, but you aren't allowed to build new cities when you are at or above the limit. The city limit can be increased by researching Civic technologies and by building the Pyramids. The Bantu receive an additional +1 to their city limit, once they have developed the first Civic tech. The Wonder "Forbidden City" acts like a City but it does not count towards this limit.
