The second Amulet of Kings was an artefact created by Juliek Cyrodiil, using the one of the two Chim-el Adabal that were created by the Ayleids from a crystallized drop of Lorkhan's blood. It was crafted with the purpose of opening a passageway on Earth to the chamber which held the portal to Nirn, yet Juliek was perhaps unaware of the true potential of the second Amulet of Kings. Much like the original amulet, only those who have the dragonblood in them can wear it. However, when it was created Juliek also made it impossible for any other than one of his own bloodline to use the amulet.
