They can appear any time, but only appear in a party with an Ether Igna or Barbaro Igna. Two of them can be found with an Ether Igna patrolling the Igna Territory south of Exile Fortress. One can be found with a Barbaro Igna on the raised land east of where Aggressive Cornelius is found, and another is with an Ether Igna and Fighter Igna guarding the path up the east side of Exile Fortress.
