After the genetic mutation that causes Shelgon to evolve into Salamence, scientists started to study Bagon's natural evolution process and as a result created an item called the "Genetic Base" which the corrects the mutated genes and forces it natural evolution. It evolves from Shelgon at Lv.50 and Genetic Base.
