It is obtained by talking to Melaniya in the Northern Mountains near the teleporter. The objective of the quest is to raid the Thieves' Camp and retrieve the Portal Stone for Melaniya. The Thieves' Camp is located in the center of the long road connecting the Shipyard and the Farm.
