The States Reaver enhancement was an augmentation for The Reaver that was planned to be used by Kain in Legacy of Kain: Defiance but was ultimately cut from the final game. Presumably created by the Ancient Vampires, Kain would likely have gained this enhancement by acquiring a States fragment of the Balance Emblem.
