The Real Dragon Norns, created by KC11, are a variant of the Draconian Norns that have Gargoyle Norn arms giving them wings. People are always forgeting one thing about dragons... they have wings. If you want to make them fly, open the CAOS command box and type "targ norn accg 0.1" (without the quotation marks). Use 0.1 instead of 0 because if you put at 0, the Norns will get stuck every time they go over an edge or through a door. They are located at KC11's Norn Site.
