Otomedius Excellent's first level is all blue skies and blue waters, cute mechanical ships flying at the player, but not too many bullets. As the boss approaches, you rise into the clouds to battle Neko Sancho and the Mirrored Core battle ship. The level environment suggests that maybe it is the outer area of Tokyo city due to the buildings.
