Tharcel Prime was the home world of a race known as the Tharcel. In the mid 21st century the Tharcels fought a long war with the Romulans. The conflict ended with the Tharcel being conquered by the Romulans and Tharcel prime was made into a fleet yard for the Romulan empire. (Star Trek: Eagle)
