Ready for Raiding II is an achievement that is completed within Ragnaros' Reach of the Molten Front. Within the reach only one lieutenant will spawn. By and large it involves running out of the way of their special attacks. It should be noted that the mobs can only be attacked while on the daily quest Strike at the Heart, which requires having completed Calling the Ancients.
