Chang was a Human who lived on Torgu-Va in 2367. Chang was part of the unit that was assisting Lysander Murat in the defending one of the entrances to the Federation Battle Station Torgu-Va. Lysander had ordered him to guard the rear with attack pattern eight. Chang was the descendant of the USS Verdun crewmember Chang. (TNG novel: The Forgotten War)
