Clay Williamson was an NCIS Special Agent who investigated the deaths of Margaret Curtin and a cable repairman three years prior to the events of UnSEALeD (episode). During a talk with Leroy Jethro Gibbs, Special Agent Timothy McGee mentioned that Williamson had retired from NCIS and was now living on a boat, collecting his mail every three months in Tahiti.
