Tourist docks are buildings in Tropico 3 and Tropico 4. These specialized docks are designed to be exclusively used by foreign visitors, since ordinary docks are too ugly and utilitarian to properly welcome tourists. Having at least one tourist dock (if not an airport or aerodrome) is a requirement for bringing in tourists.
