Ted Bankston, also known as the Weatherman was a former employee of the NSA- National Security Agency responsible for the abduction of Amanda Lee, the adopted sister of NCIS Special Agent Michelle Lee, all of the purpose of blackmailing Lee into obtaining intelligence from NCIS for him, or else he would kill her sister. Bankston's role was eventually exposed and in a final show-down, he was shot dead by NCIS Special Agent Leroy Jethro Gibbs.
