Weather Improver is a minor magic spell (or charm or frippery). This exerts a vague influence over the weather in a very small area. It can turn heavy rain into lighter rain, or blow away a few small clouds. It lasts for up eighteen minutes and affects a ten metre radius around the caster. Depending on what the spellcaster is trying to achieve, the Director may impose a modifier of -1 to -4.
