Hotel Manager was a man who was the manager of the Jackson, a hotel located in Washington D.C. where Jane Doe and murder victim Walter Richter were prior to the events in Left for Dead (episode). He gave NCIS Special Agent Leroy Jethro Gibbs the key to the hotel room and when Gibbs, the Hotel Manager and also NCIS Special Agent Anthony DiNozzo entered the room, they discovered Richter's body.
