A Imperial Resolution is an statement issued by the Emperor of the German Empire on issues and the government's position on them; examples: the support for police searches without warrants; the support of increased military funding; the support of equal civil rights; or the support of removal of taxes from social security. They do not make laws but do make proposals and statements for them.
